Following allegations of organised sexual abuse involving the children and parents of several families in Orkney, children believed to be at risk were removed from their homes between November 1990 and February1991 and placed with foster carers on the mainland. On the 4th April 1991 at Children’s Hearing regarding the case the Sheriff deemed the proceedings incompetent and the children were returned to Orkney. The case received massive media attention and sensationalised reports in the press at the time.

The specialist RSPCC Overnewton Centre was established at a time when treatment of families where non-accidental injury of children had occurred was starting to have impetus. It offered an education or re-education into family living in a mixed discipline group. Planning for the unit began in 1974. It was based in a former primary school at Yorkhill, Glasgow, and offered intensive case work service to up to 25 families where abuse of children was suspected. Vera Hiddleston was chair of the Management Committee of the centre. The Centre received substantial funding from the Scottish Office. It closed in 1993.

The Scottish Advisory Council on Child Care was was established after the 1948 Children Act as an advisory arm of the Scottish Education Department. Its members included child care professionals from local authorities and voluntary organisations at the forefront of child care work and in touch with the latest developments. It had a number of specialist sub-committees, including Training on which Vera Hiddleston served. Reports produced by SACCC led to changes in Scottish child care law and practice.

The Central Council for Education and Training in Social Work was established in October 1971, as successor to the Council for Training in Social Work. It offered recognised training courses and qualifications for social workers and social care staff in personal social services. It ceased operations in September 2001 when its functions were taken over by new national care councils: General Social Care Council (GSCC), the Scottish Social Services Council (SSSC), the Care Council for Wales (CCW), and the Northern Ireland Social Care Council (NISCC).

The Younghusband report was published in 1959 and was a significant turning point in the organisation of social work. It was based on the North American model where community organisation was a key component of social work. It was aimed at helping people in local communities to identify their own social needs and determine the most effective means of meeting those. Prior to this there were separate groups of workers in this area but following the report social work emerged as an occupation for trained professionals.
